US Department of Veterans Affairs requests input regarding Potential Effects
The US Department of Veterans Affairs (VA) proposes to demolish VA Medical Center Building # 2 (also known as the Managers’ and Nurses’ Quarters) that was damaged by Hurricanes Katrina and Rita, and use the area for functions that complement existing interim healthcare services being provided at the site until a new hospital is completed.
VA is issuing this public notice as part of their responsibilities per 36 CFR Part 800, the regulations implementing Section 106 of the National Historic Preservation Act of 1966, as amended. These regulations require VA to adequately consider the effects of this project on historic properties. Historic properties include buildings, structures, sites, and districts that are eligible for listing in the National Register of Historic Places.
VA Medical Center Building # 2 is located on Gravier Street adjacent to the existing VA Hospital in New Orleans, Louisiana and is a contributing element to the proposed New Orleans Medical National Register Historic District as identified by the Federal Emergency Management Agency in 2006. The anticipated adverse effect is the loss of a contributing structure to this proposed National Register Historic District. Constructed in 1950, Building # 2 was built in the same time period as the Veterans Hospital to meet expanded demand for veteran health care following World War II.
The VA seeks input on potential adverse effects caused by the demolition and change in use of this property. An effect is found when an undertaking may alter, directly or indirectly, any of the characteristics of a historic property that qualify the property for inclusion in the National Register; this would include any effect that would diminish the integrity of the property’s location, design, setting, materials, workmanship, feeling, or association. Effects may include reasonably foreseeable effects caused by the undertaking that may occur later in time, be farther removed in distance, or be cumulative.
